In July 2006, the United States Congress enacted the Adam Walsh Child Protection and Safety Act of 2006 that created a national Sex Offender Registration and Notification Act (SORNA), standardizing registration requirements across states.  This Act was named after Adam Walsh, a young boy abducted and murdered in 1981. Among the Act’s provisions, it established a national sex offender registry, created stricter sentencing guidelines for crimes against children, and mandated that convicted sex offenders register and update their information regularly.  This federal law was designed to protect children from sexual exploitation and violent crime, prevent child abuse and child pornography, and promote law enforcement tracking of sex offenders.


The State of Alabama achieved substantial compliance with the Adam Walsh Child Protection and Safety Act of 2006 in July of 2011 with the passage of the Alabama Sex Offender Registration and Community Notification Act, (ASORNA) codified in Alabama Code § 15-20A-1, et. seq.  The Alabama Legislature recognized that registration and notification laws are a vital concern as the number of sex offenders continued to rise. In Alabama, sex offender registration and community notification laws increase public safety, create better awareness, inform the public of the presence of sex offenders in the community, and in turn protect the public, especially children.


The State of Alabama Office of Prosecution Services (OPS) was instrumental in bringing Alabama into substantial compliance with the Adam Walsh Child Protection and Safety Act of 2006 by working closely with the legislature, prosecutors, law enforcement and other vital stakeholders to pass ASORNA.  Through training, education, publication, research and the like, OPS strives to keep law enforcement agencies, prosecutors, and other partners up to date with the most recent and relevant information and requirements of ASORNA.  This website is intended to serve these stakeholders and the citizens of Alabama as a current and up to date resource centered on the ASORNA laws as they continue to evolve.
